Mr. President,

The effective approach to evaluation of human rights is a comprehensive one; an approach that not only covers all political, economic and cultural rights and the right to development among other rights, but also prioritizes these rights based on their importance and their extent of affecting people health.

On this basis in the report, a human right issue is discussed that only affects a small part of society, while another issue that affects the whole of a society is overlooked, then this report is not proportionate, professional or acceptable.

Mr. President,

For years now Iranian people are suffering from the negative effects of sanctions. This suffering has increased particularly with the imposition of unilateral sanctions by the Western countries. Unfortunately in his last three reports, Mr. Shaheed has not paid enough attention to the sanctions. In his present report he deals with issues such as sex change operations, but fails to mention the economic sanctions that affects the health of all the Iranian people. That shows the disproportionality of the report. Sanctions leave negative, destructive and long lasting effects on everyone's health and the enjoyment of every individual of society of their human rights. Therefore it is necessary that sanctions are dealt with in all reports of Dr. Shaheed.

Mr. President,

The Special Rapporteur claims he has asked the Iranian government for statistics and information regarding the effects of sanctions and that he has to-date not received accurate answers. We believe that if the Special Rapporteur is serious on the subject he still has access to information. When the threat of further sanctions exists, at least the Special Rapporteur can show his opposition to the threat. The threat of sanctions like the threat to war is a violation of human rights. And we believe the negative effects of the sanction on the health of all the Iranian citizens is an important human rights issue, which requires due attention of the Special Rapporteur.
